The abstract and title of this paper sound promising. The idea of creating a "framework for realizing general multimedia art creation instruments". Yet the idea's scope is limited to providing a means to control the attributes of media through a mapping from actions/gestures/instruments to changes in attributes. The paper is less about generalized multimedia and more about creating instruments.

While a framework is diagramed, no mechanism for instrument making is provided. It is really the task of instrument making that I am trying to support.
